Additionally the same month after brokering insurance without a license and getting fined for it, Zenefits is switching gears to make technology for brokers rather than compete with them.

In April 2020, Zenefits laid off 15% of its staff, in the latest case of the coronavirus pandemic causing widespread job losses throughout Silicon valley.
Zenefits faced a number of early and significant set-backs from highly publicized insurance licensing and culture issues.
In February 2017, Zenefits laid off 45% of its workforce as a way to move toward an operating model that is sustainable and better reflects the needs of our current business. It was a part of an overall turn-around program that had begun a year ago to correct regulatory compliance issues, reset our culture and values and increase operational efficiency. Zenefits noted that the layoffs will help it centralize its operations in Arizona and that it also plans to build out the product and engineering teams in Vancouver and Bangalore, in addition to its San Francisco team.
