More than a year into the pandemic, the economic crisis has resulted in an estimated more than $70 billion in unpaid rent nationally. Nearly one in five renters are behind in their monthly balances, according to a new survey by the Census Bureau. With extended bans on evictions, this has also placed a significant strain on landlords. To provide relief, Congress approved more than $46 billion in recent months. And now it’s up to state and local governments to get those funds where they’re needed, posthaste.

In March 2021, Civix’s recently launched Transit Safety & Operations Compliance System (TSOCS) is a fully-integrated software solution that helps transportation system operators minimize risk, increase safety, and comply with the Public Transportation Agency Safety Plan (PTASP) Final Rule.

Under the PTASP, certain operators must have a safety plan in place by the most updated date of July 21, 2021. TSOCS provides a single system of record to facilitate compliance, utilizing the latest in web, mobile, and GIS technology to provide location-based, real-time communication of activities and incidents from operational units. The application is supported by GCR’s experienced team of former senior transportation managers and security experts.

In January 2020, GCR has a new version of ElectioNet, ElectioNet v9.3 which adds absentee and early voting capabilities, provides statistics, match, and search functionality to administrators, and incorporates the latest in user-specific notification technology to voters.

In November 2019 GCR launched a new version of the popular 5010 sites along with a new domain: GCR’s AirportIQ 5010 site has displayed the most current airport information provided by the Federal Aviation Administration’s (FAA) Aeronautical Data Team (ADT).

In January 2019, PCC a GCR Company, launched ElectioNet Version 9.0, a suite of Voter Registration and Election Administration software. Designed to fully automate election office operations, ElectioNet offers a portal used by local election officials to manage voter rolls and support election activities; a public website where voters can register to vote, check their registration status, and view their voter profile; and robust reporting, extracting, and analytical functions with routines necessary to support the entire election community. This release features a significant upgrade to all aspects of the system, including a new user interface that has been re-engineered by an expert team of UI/UX designers with input from election officials.

In 2018 GCR launched NuclearIQ Version solution for nuclear chemistry data management. Improved data entry and QC charting features to enhance task scheduling and classification capabilities.

Civix Mergers and Acquisitions (M&A) Activities

In February 2019, GCR acquired software and disaster recovery services from STR Grants LLC’s (STR) grants management line of business. STR’s HUD/CDBG technology, eGrantsPlus, joins forces with GCR’s experienced recovery and resilience team as well as MB3’s EMGrantsPro, a FEMA grants management application acquired by GCR in July of 2018. The combined solutions under GCR provide state and local governments with one source for navigating their grants management and recovery needs.

In July 2018, GCR acquired MB3 of Ottawa, Canada, a leading provider of recovery and grants management software. Integrating MB3 products into GCR’s suite creates a robust offering for clients that manage, oversee, and distribute federal funding, including HUD, FEMA, aviation agencies, and municipalities.

Civix has partnered with communities across the country and is sharing that experience with an increasing roster of clients amidst the pandemic. The leading firm has extensive expertise in community planning, federal grant management, full-scale program management, and disaster recovery. Its multidisciplinary team of more than 400 provides a full range of administrative and programmatic services related to HUD-funded projects, programs, and planning efforts.

In September 2021, Civix ROW Tech is helping states prepare for Federal Infrastructure Funds. Civix’s Land Information Management System (LIMS) provides state and local governments and their constituents with an accurate and complete GIS representation of land assets. It’s the solution that’s made managing all state ROW boundaries for roadways within Nevada – about 5,400 miles of highway – possible. The infrastructure bill focuses on spending mainly on three categories: transportation, utilities, and environmental remediation and clean energy.

In September 2021, Georgia Government Transparency & Campaign Finance Commission partnered with Civix to completely overhaul and modernize their system. Among other responsibilities, the Commission administers and enforces the provisions of the Georgia Government Transparency and Campaign Finance Act – collecting campaign contribution disclosure reports, personal financial disclosure reports, and lobbyist disclosure reports.

In February 2021, PANYNJ selected the Civix Airport Safety & Operations Compliance System (ASOCS) in 1999, and recently moved to one consolidated database, from four, to allow for better analytics and metrics for the airport system. The Port Authority of New York and New Jersey (PANYNJ), which manages JFK, LaGuardia, Newark, NY Stewart and Teterboro airports, serves millions of passengers each day requiring the highest levels of security and operational efficiency. The airports now operate under one solution to complete required regulatory inspections, identify discrepancies, assign work responsibilities to the appropriate maintenance staff member, and track work orders to completion. The consolidated database provides tools and the ability to be proactive by analyzing critical operational information as a system of airports rather than individually, as in the past.

In May 2021, the State of Vermont, leveraged Civix technology, overcame unprecedented challenges associated with the COVID-19 pandemic as well as cybersecurity threats to run successful, secure elections. According to the case study, “The health crisis forced the state to quickly shift gears to a vote-by-mail format. State officials decided in April 2020, with the approval of the state legislature, to mail out a ballot to all eligible, registered voters in the state for the general election in November.”

In addition to the massive challenge of expanded mail-in voting, the state also needed to secure elections against cybersecurity threats. To help address both, the state levered the Civix Election Platform, which includes modules for voter registration, mail-in and absentee ballots, a public access portal, and a real-time election results reporting solution, among others. The case study details how the Civix technology enabled the state to successfully manage expanded mail-in ballots and keep its elections secure.

Civix Market Opportunities, M&A and Geo Expansions

From recently acquired companies in 2019, many of the new executives transitioned right into GCR with their new executive role. This is a good turning point for GCR, bringing the workforce with experience from different environments can only bring a new look to the corporation.

In October 2021, Election industry leaders Civix and DemTech made a new partnership today that will provide election officials with an end-to-end election management system. Through an exclusive licensing agreement, DemTech's full suite of software will be integrated into Civix's Elections Management Platform, including electronic poll books (e-poll books), ballot delivery and marking solutions, and precinct-level elections results reporting.

Civix's newly expanded platform provides an end-to-end election management system that allows election officials to avoid the common challenge of having to rely on multiple segregated technologies for a range of complex election processes.

Civix Risks and Challenges

In 2020, GCR Inc. and its two subsidiaries, PCC Technology and MB3, have collectively rebranded themselves as Civix, a single company with three separate divisions for public-sector technology, transportation, and grant management and compliance software.

The company’s website said the rebranding “represents our civic commitment to enabling public sector transformation.” A news release shortly after described the rebranding as a way to consolidate so many interrelated, developing technologies under one corporate roof, the range of which has grown considerably since GCR’s founding in 1979.
