Civica Recent Developments
In August 2021, Civica has unveiled the full integration of the Agylia Group. Agylia is a specialist digital learning company that helps organizations around the world support, develop and engage their people through innovative learning management solutions, a learning consulting, and content creation services. Its learning management software complements and slots in with Civica’s broad suite of workforce management solutions, which range from recruitment, HR & Payroll to field service management, employee engagement, and occupational health.
In January 2019, Department for Transport and Civica roll out a digitally transformed collision reporting system to police forces in England and Wales. New mobile functionality within Civica's Collision Reporting and Sharing System (CRaSH) will increase data quality while reducing police workloads and improving road safety.
Civica Mergers and Acquisitions (M&A) Activities
In March 2021, Civica acquired online assessment software specialist Calibrand. The acquisition supports Civica’s cloud strategy and enables Civica to offer full assessment solutions, combined with its existing Civica Assessments software, which supports major customers including the British Council. It complements the Group’s broader solutions for customers in education and its extensive human capital management capability, in particular for recruitment management and e-learning.
In March 2021, Civica acquired ArborSafe Australia, a provider of market-leading, tree asset management software solutions.
In January 2021, Civica acquired Thelma-EU Ltd, ICS’ UK medical billing and collections subsidiary trading as Medical Billing and Collection. The acquisition will see Civica strengthen its position in the UK health and care market. It will add new medical billing and collection capability to its existing health and care software business and support annual care billing across the Group of more than £3 billion. The new capability will help customers manage efficient billing and recovery of debt.
During the first quarter of 2019, Civica made two strategic acquisitions. The first one was in March when Civica acquired logistics SaaS specialists TranSend Solutions Limited, a provider of delivery management software to organizations that have intricate transport and logistics requirements. TranSend software is used by more than 75 businesses such as Seven Trent Water, Wincanton, and Wessex Water. The TranSend ePOD application will process deliveries in real-time as it not only confirms deliveries but it will log shortages or damage to goods via a photo capture and scanning abilities that are updated to the POD. This allows businesses to prepare same-day receipts and invoices.
The second acquisition was in April 2019, when Civica acquired Asset Edge Pty Ltd. which specializes in providing SaaS web and mobile applications for Asset Inspection and Maintenance Management.

In 2019 two thirds of major new sales were cloud-based. Civica offers its solutions to more than 4,000 customers, and its managed services to more than 500. Some of its most recent customer wins are UK Road Offender Education (UKROEd), Cladco Profiles, Kent County Council, Norfolk County Council, Enfield Council, Chadwicks Group, and many more.
Civica Market Opportunities, M&A and Geo Expansions
In January 2021, Civica acquired ntropy data, which provides an innovative software-as-a-service platform for community and stakeholder engagement. The acquisition will help to drive improved digital engagement and community participation for customers across the Group, including actionable insights through data visualization and AI-driven analytics.
In August 2020, Civica Group has acquired UK-based healthcare software specialist Chameleon Information Management Services Limited and its subsidiary, Flex Software Limited, trading as InfoFlex. InfoFlex has more than 40,000 users across over 130 NHS trusts.
The acquisition is a significant strategic investment by Civica for its health division and builds on recent health cloud software acquisitions including Warwick International and Trac Systems, along with launching newly built products Cito and Civica Prescribing to establish a stronger integrated capability at a time when care providers are looking for cloud-based, integrated solutions that enable real-time access and sharing of information.
In March 2018, Civica UK Limited acquired OneStep, OneStep extended Civica's presence and expertise in existing and adjacent sectors. In May, the same subsidiary of the Civica Group, Civica UK Limited has acquired payment systems specialist Nationwide Retail Systems Limited (NRS). The move continued Civica's strategy to complement organic growth with the acquisition of software-based businesses.
The same month, Civica UK Limited made another acquisition, this time it was VisionWare Limited. VisionWare added customer-relevant technology and expertise which is complementary across Civica's leading family of business-critical software and services for the public sector.
In August 2018, Civica acquired Carelink. Carelink products add complementary capability and expertise extending the Group's range of solutions for the health and care sector, which are used to support essential community services in Australia, the UK, and Canada. The same year in October, Civica UK made another acquisition, this time iCaseWork. In keeping with Group strategy, iCasework adds complementary cloud-based technology and expertise.
Civica Risks and Challenges
Civica's transition to the Cloud may be hampered by a large number of acquisitions that it has made in recent years.
In November 2017, Civica Group hired Ian West as the group's International Mergers and Acquisitions Director. The appointment of Ian West is expected to help advance the Civica Group's objective to identify and complete new acquisitions to complement the group's strategy for growth in key sectors, including national, regional, and local government, health and care, education, public safety, and regulated services. Civica Group wanted to focus on delivering business-critical software applications and digital solutions in the cloud. As a result, the Group hired Harold de Neef in October 2018, to lead the Group cloud strategy.

In May 2021, Civica partners with Portt to enable customers to streamline their procurement processes. The software leaders work together to integrate Civica’s enterprise management system Authority Altitude, used by over 150 councils, with Portt’s procurement and contracts management solution.
In March 2021, Civica partnered with facilities bookings platform Zipporah to integrate its cloud-based and user-friendly online solution for councils.
In March 2020, Civica and FISCAL Technologies partnership introduced new artificial intelligence software, strengthening their role in the public sector. FISCAL Technologies’ NXG Forensics cloud-based P2P risk management and fraud prevention software will help Civica’s customers across local government to improve visibility and reduce risk across their finance function.
