In 2018 Action Logement implemented Cegid Qualiac ERP to consolidate accounting and financial management across its housing operations. The engagement ran from July 2018 to September 2018 and involved a freelance AMOA consultant who assisted directly with the implementation and data transfer activities in the Paris region, France. Action Logement is a construction and real estate organization with about 20000 employees and the Cegid Qualiac ERP deployment addressed centralized finance needs.
The implementation emphasized ERP Financial capabilities, with configuration focused on core accounting, general ledger processing, accounts payable and accounts receivable, and financial closing workflows within Cegid Qualiac ERP. The project included a data transfer from SAGE into Cegid Qualiac ERP, with the consultant supporting extraction, field mapping, and validation of accounting and financial records as part of the cutover. Operational coverage targeted accounting teams and financial controllers, and the engagement supported process alignment and go live coordination for the finance function.

In 2016 Action Logement implemented Sopra IKOS Real Estate as its Real Estate Property Management application to support large scale social landlord and intermediate housing operations. The deployment was associated with the SERVICE MANAGER GIE Action Logement office in Levallois-Perret and targeted administration of more than 80,000 housing units, supporting the corporate management committees of Astrimmo and client relationships with France Habitation and Ogif.
Sopra IKOS Real Estate was configured to manage Financial Management, Rental Management, document management GED and an extranet channel, alongside a dedicated development cell of six staff. The implementation included annual maintenance and development cycles, versioning and regulatory and safety constraint controls, and the establishment and monitoring of dashboards as performance indicators such as deadline adherence, manager skill progression and service quality metrics.
The technical environment and integrations included ERP IKOS from Sopra Steria alongside Salvia, Aramis, Mega, Compléo, a DB2 SQL database layer and PHP components, reflecting a multi-system application landscape. These systems were used to support transactional processing, document flows and the extranet interfaces between Action Logement, software publishers and external service providers.
Governance and delivery were structured with periodic meetings, Agile practices, ITIL and V-cycle process elements, proactive alerting and structured testing and integration phases. The service manager role covered supplier and publisher coordination, feasibility and cost analysis, scheduling, post-project monitoring and risk assessment, plus budget control and negotiation of resources.
Operational scope spanned Financial, Rental, GED and extranet divisions and included training, continuous improvement and communication routines such as mandatory reports, weekly status updates and follow-up meetings. The implementation positioned Sopra IKOS Real Estate as the system of record for property management functions and as the integration hub linking Action Logement business functions with external publishers and services.
