In 2017, Department Of Homeland Security implemented Kofax MarkView for AP Automation. The engagement ran from August to December 2017, and included an upgrade of Kofax MarkView from v6 to v9.1 and an integration with Oracle EBS 12.1.3.
Kofax MarkView was configured to deliver invoice capture, OCR extraction, document indexing, workflow routing, exception handling, and archival consistent with AP Automation functional patterns. Configuration work focused on capture templates, validation rules, automated approval routing, and mapping invoice posting fields to Oracle EBS schemas. The v9.1 upgrade required revalidation of capture profiles and workflow definitions to align with the newer MarkView architecture.
A technical integration linked Kofax MarkView to Oracle EBS 12.1.3 to enable transfer of validated invoices and payment posting data into the ERP, supporting accounts payable and finance workflows. Integration work emphasized secure transaction posting and data mapping between MarkView document models and Oracle EBS supplier and ledger structures. Operational coverage targeted finance and accounts payable functions within the Department Of Homeland Security.
Implementation activities were executed with Kofax consultant resources over a five month window, with staged testing and cutover to the upgraded MarkView environment. Governance centered on AP process configuration, exception handling rules, and ERP posting controls to align the Kofax MarkView deployment with existing Oracle EBS finance controls.

| USAJOBS | Legacy | UsaJobs ATS | Applicant Tracking System | HCM | n/a | 2010 | 2010 |
In 2010, Department Of Homeland Security implemented UsaJobs ATS as an Applicant Tracking System. The deployment centered on the agency Staffing and Recruitment team and Human Resources specialists who apply Title 5 staffing and recruitment principles to emergency management positions and provide advisory services to Mission Support program offices such as the Office of Investigations and the Office of Integrity Oversight.
UsaJobs ATS was configured to manage end to end vacancy processes, including job analysis intake, development and posting of merit promotion, delegated examining, and direct hire announcements, and selection of weighted assessment questions using the Questions Library. The implementation included modules for applicant eligibility and qualification review, certificate generation for selecting officials, official offer extension and pay setting, and creation of onboarding cases to be forwarded for security background investigations and clearance processing.
The Applicant Tracking System operation integrated with named HR systems that are part of DHS workflows, specifically USAstaffing for posting and onboarding case handling, Career Connector for application review and eligibility determination, and RUMBA for data extraction and reporting. Workflows explicitly incorporated Office of Personnel Management qualification standards and multiple special hiring authorities including Schedule A, Veterans Recruitment Appointment, VEOA, and 30 percent or more disabled veterans, plus procedural handoffs to Security Officer functions and collection of SF 75 separation documentation.
Governance and process changes formalized pre recruitment consultations with hiring managers and subject matter experts, development of specialized experience statements and crediting plans, Team Lead and supervisor quality reviews of eligibility determinations, and coding of personnel actions such as promotions, reassignments, transfers, appointments, and separations. The implementation also established requirements for maintaining complete HR records and e files tied to each recruitment case to ensure regulatory compliance and traceability throughout the hiring lifecycle.
