Architecturally the work linked Oracle Time and Labor as the primary time capture layer into Oracle Payroll and synchronized HR master data to payroll for accurate costing. The effort was scoped across EMEA and involved system design and implementation participation during a merger of sister concerns, with country level implementations executed for UAE, Qatar, Oman, Bahrain, India, Saudi Arabia, Libya, South Africa and the UK. Governance responsibilities were formalized to ensure internal and external compliance across the countries under Aecom Middle East Limited responsibility, with centralized coordination of payroll policies, audit controls and payroll subject matter escalation. The program positioned Oracle Payroll as the enterprise Payroll engine supporting HR, payroll operations and project accounting compliance across the region.
