In 2012, Air Liquide USA implemented Symmetry Tax Engine to support Payroll Tax Compliance as part of a broader PeopleSoft 9.1 HRMS full life cycle program. Symmetry Tax Engine functioned as the dedicated tax processing layer within the payroll and HR stack, operating alongside PeopleSoft HR, Payroll, Benefits, and LDGL components.
The implementation delivered core tax processing and update management capabilities, including application of tax updates, patches and bundles, and programmatic compare and retrofit of customizations. Development work included custom App Engine programs and a modified PER099 HIPAA app engine, SQR routines for loading pay sheets with one time deductions and one time pay, and batch processes to meet union seniority and MSI requirements, all aligned to payroll and benefits workflows.
Integrations were central to the rollout, Symmetry Tax Engine was integrated via the PeopleSoft Payroll Interface and via outbound and inbound flat file interfaces that generated and consumed files to third party vendors such as HBSI, Fidelity, and Ceridian COBRA. Additional interfaces included a Ceridian Payroll to General Ledger SQR feed and upstream integration points with PeopleSoft modules, with technical designs implemented in PeopleCode, App Engine, Component Interface, Integration Broker, file layouts and SQR output within an environment that included PeopleTools 8.51, DB2, OS390, Windows NT and JCL.
Operational governance emphasized controlled migrations and testing, developers produced technical designs and estimates, then executed unit testing and user acceptance testing, and assisted DBAs during tax patch application. Release and interface migrations were managed using STAT with version control, data mover was used for demo data loads, and delivery operated in an offshore onsite model with onsite team lead coordination to support payroll, HR and benefits operational teams.
