Hyland Legacy Hyland OnBase Content Management Content Management n/a 2015 2015
In 2015, Allegheny County Parks and Events Department implemented Hyland OnBase to provide Content Management for contracts, grants, and operational records. Allegheny County Parks and Events Department Hyland OnBase Content Management supports the department level business functions of contract administration and grant management across nine county parks. The deployment centralized document capture, storage, and retrieval using Hyland OnBase, configured with contract lifecycle management workflows, grants management processes, document imaging and indexing, role-based access controls, and audit trail logging. The configuration emphasized automated routing and approval flows for solicitations and contract signoffs, and electronic form capture to support RFP, RFQ and IFB activities. The OnBase implementation also supported grant collaboration and submission workflows used with external agencies such as PA DEP, PA DCNR, the City of Pittsburgh, Parks Foundation, and the Allegheny Regional Asset District. Governance and process restructuring centered on codifying solicitation and vendor evaluation steps within OnBase, standardizing document sets for site visits, vendor meetings, vendor evaluation and selection, and formal contract execution. The system was used to manage more than 70 vendor contracts across nine parks generating in excess of $300,000 in annual revenues, and to manage grant awards in excess of $4 million for current and planned park projects.
