In 2017, Ashburton District Council implemented Spark Hire Video Interview to standardize candidate screening across the district. The Spark Hire Video Interview application, in the Video Interviewing category, was adopted by a local government organization of approximately 230 employees serving Ashburton, Eastern and Western wards, and it was positioned to create a consistent candidate experience and speed progression to face to face interviews. The deployment targeted the People & Capability function and hiring managers across council departments, with configuration and rollout coordinated to deliver a uniform interview experience that could be communicated on board ads and internal briefings.
The implementation focused on category aligned capabilities, including configurable question sets, asynchronous candidate video responses, and on demand manager review workflows. Ashburton District Council configured interchangeable question templates for different role families so hiring managers could swap question sets between many types of roles, and managers were empowered to conduct their own shortlisting rather than rely on recruiters. Onboarding support included instructional videos and an onboarding specialist who facilitated manager training and initial configuration, minimizing administrative overhead for the People & Capability team.
Spark Hire Video Interview was introduced into an existing hiring flow that previously used recruiter led phone screening followed by live interviews through Skype, Microsoft Teams, Zoom or face to face meetings.
