Ashburton District Council configured interchangeable question templates for different role families so hiring managers could swap question sets between many types of roles, and managers were empowered to conduct their own shortlisting rather than rely on recruiters. Onboarding support included instructional videos and an onboarding specialist who facilitated manager training and initial configuration, minimizing administrative overhead for the People & Capability team. Spark Hire Video Interview was introduced into an existing hiring flow that previously used recruiter led phone screening followed by live interviews through Skype, Microsoft Teams, Zoom or face to face meetings. The new application became the primary pre screening layer, centralizing shortlisting and enabling hiring managers to assess candidate responses directly before scheduling live interviews. This change preserved downstream live interview channels while shifting the screening responsibility to hiring managers. Governance and process changes included an all manager briefing and endorsement from the CEO and general managers, which produced immediate buy in and adoption across the council. Managers reported positive feedback, including acceptance by less technical users who valued the ability to change questions and view candidate responses, and People & Capability cited streamlined hiring workflows and improved screening accuracy as direct operational benefits.
