In 2019 ASR International implemented Epicor CMS, an Automotive ERP, to support the Division of Facilities and Asset Management and multi site fleet operations based in Washington, DC. The deployment targeted core functions for inventory and asset accountability, and served departments responsible for transportation, logistics, property management, and finance.
Configuration work in Epicor CMS centered on inventory management and serialized inventory tracking, standardizing daily and monthly counting procedures, and formalizing workflows for asset transfers, acquisitions, sales, and disposals. Functional capabilities implemented included vendor contract tracking, inventory control techniques, and embedded reporting to support financial assumptions and inventory analytics, along with operational inputs used for transportation systems management and fleet replacement decisions.
Epicor CMS outputs were consolidated with other operational systems, explicitly leveraging data from EPMS, DPAS, the Federal Motor Vehicle Registration System FMVRS, the Federal Automotive Statistical Tool FAST, Fleet Drive-thru, the Department of Energy Fleet Sustainability Dashboard, and the GSA Customer Acquisition Module CAM. Data governance practices were instituted and Power BI reports and dashboards in a SharePoint environment were developed to standardize Epicor CMS reporting and distribute analytics to senior management.
Governance and process changes included establishing data governance, standardized reporting, and Transportation Systems Management training programs, with oversight of inventory accuracy and service fleet operations across Agency Owned Fleet and GSA Leased Fleet locations. A serialized inventory tracking system was implemented and produced a significant reduction in shipping errors, and Epicor CMS reporting tools were used to generate performance metrics that supported cross functional, data driven decision making across facilities, logistics, and finance functions.
