FaceFirst Legacy FaceFirst Video Surveillance System Physical Security n/a 2012 2012
In 2012, Automated Regional Justice Information System integrated FaceFirst into its TACIDS tactical identification system. FaceFirst, a Video Surveillance System, was deployed to support law-enforcement identification and investigations across multiple county and federal partners in the San Diego region. The implementation embedded FaceFirst into TACIDS workflows to enable standard facial recognition functions common to the category, including subject enrollment, matching against watchlists, and candidate screening to support investigative case workflows. FaceFirst was configured to surface candidate matches into tactical analyst interfaces and to support evidence export for investigative records within TACIDS. Operational scope covered cross-jurisdictional access for county and federal partners in the San Diego region, aligning identification workflows and shared investigative access through the ARJIS TACIDS environment. The deployment targeted law-enforcement identification and investigative functions and relied on ARJIS operational controls for access and case handling. The FaceFirst program went live in 2012 and was later suspended and not renewed amid documented legal and public privacy concerns, with suspension actions recorded around 2019 to 2020. The suspension resulted in cessation of operational use and halted further procurement under ARJIS authority.
