Baltimore City Law Department implemented Reveal Logikcull in 2021 to manage Case Management workflows for open records response under Maryland’s Public Information Act. The deployment covered a legal team of more than 100 personnel that services 15 city departments, agencies, boards and commissions, centralizing request intake and review across the department.
The cloud-based Reveal Logikcull implementation centralized PIA request handling with drag-and-drop ingestion, automated processing that converts ESI to readable, searchable PDFs, built-in OCR, and visual redaction tools that allow reviewers to draw boxes over material to remove it. These capabilities replaced prior piecemeal and on-premise document handling that required manual imaging, OCR, paper conversion, and rescanning. The configuration prioritized browser-based access to enable reviewers to work outside the office and to streamline reviewer coordination.
Operational coverage was department wide, with workflows designed to consolidate PIA documents and coordinate multi-reviewer responses to reduce the risk of missed records or deadlines. Integrations beyond internal document consolidation and reviewer coordination inside the Reveal Logikcull platform were not specified. Implementation focused on searchable indexing, user access segmentation, and automated processing to eliminate labor intensive OCR and imaging steps.
Governance changes included the move to a centralized case management platform and the standardization of open records review workflows, accompanied by training and vendor support noted by the Assistant Solicitor.
