In 2014, BHI Energy deployed WorkForce EmpCenter FM to establish formal Fatigue Management across outage operations. The deployment positioned WorkForce EmpCenter FM as the system of record for Part 26 Rule fatigue tracking and supervisor-level monitoring.
The implementation concentrated on fatigue tracking and duty-hour scheduling, supervisor monitoring workflows, and compliance-oriented event logging and notifications, consistent with Fatigue Management functional expectations. Configuration centered on EmpCenter tracking for the Part 26 Rule and workflows that connected crew roster inputs to supervisor review and fatigue status flags.
Operational coverage included outage crews at Point Beach, WI and adjacent field operations, with explicit user roles using the application such as Planner, Supervisor, Fatigue Supervisor, Training Coordinator, and In-Processing Coordinator. Business functions impacted were outage planning and execution, crew in-processing and badging, training administration, and frontline supervision, reflecting cross-functional use across planning and operations.
Governance and process changes were role-based, with Fatigue Supervisors using WorkForce EmpCenter FM for daily compliance checks, Training Coordinators facilitating user readiness for outage crews, and Planners and Supervisors incorporating fatigue status into work preparation and execution. Usage of EmpCenter for Part 26 fatigue tracking was documented in outage cycle activities through August 2015 to May 2017, aligning operational practice with the system workflows.
