In 2013, Brand New Day Health Plan implemented Medecision by deploying the vendor's Aerial digital platform as its Medical Care Management solution. The Westminster, California based Medicare Advantage plan applied the platform to a member population of about 50,000 across 12 counties, focused on Medicare only, Medicare and Medi Cal, special needs populations, and residents of long term care facilities, addressing known clinical integration and patient population management challenges.
The implementation centered on Care Coordination capabilities within Aerial and configuration of automated authorizations. Routing roles were configured to route authorization work to medical directors and the Utilization Management department, enabling approvals from phones or PCs and reducing manual touchpoints. Workflows were built with rules tied to specialty ICD 10 codes to generate task queues, and the solution automated templated Centers for Medicare and Medicaid Services letters as part of authorization and notification flows.
Medecision Aerial was used as a single repository for claims and encounter data, and reserve fields were configured to surface member information inside a provider portal so providers see eligibility, specialty claims, medication flags, and high utilizers of hospitals, emergency rooms and ambulance services in real time. The Facesheet within Aerial highlights Hierarchical Condition Categories and missing ICD 10s based on claims and encounter data, and the plan uploads specialty claim and medication details such as osteoporosis therapy into the portal so gaps in care are visible during eligibility checks. Operational coverage spans medical directors, Utilization Management, the clinical care team, medical groups and Independent Practice Associations.
Governance included hands on onboarding, where every new primary care physician and select specialty providers receive system training, live walkthroughs and ongoing monthly webinars, and the clinical team maintained rules specific to measures such as diabetic eye exams to trigger open authorizations. Outcomes stated by the plan include an automation driven auto approval rate of nearly 25 percent of authorizations, faster turnaround times with medical groups and IPAs, improved audit results, a five fold increase in providers between 2013 and 2019, and recognition with a 2019 Innovation Award from Medecision, all supporting higher provider and member satisfaction.
