In 2020, Cabinet Office - Government Shared Services deployed Oracle E-Business Suite on Oracle Cloud Infrastructure to run its ERP Financial platform for core government operations. The deployment was undertaken to provide a single operating platform supporting more than 220,000 UK civil servants and to centralize human resources, payroll, procurement, accounts payable, and accounts receivable business functions across multiple government departments.
The implementation included Oracle E-Business Suite modules for HR and payroll, procurement, accounts payable, and accounts receivable, alongside related applications used for reporting and planning such as Oracle Discoverer, Oracle Hyperion Planning, and Oracle WebCenter for document scanning. The technical architecture was structured on Oracle Exadata Cloud Services and Oracle Cloud Infrastructure to deliver high-performance database operations and to enable centralized data access and platform consolidation.
SSCL and Government Shared Services partnered with Cintra and engaged directly with Oracle teams to provision and operate the cloud environment, ensuring compatibility for older on-premises Oracle SPARC systems to ease transition. The rollout was coordinated with some of the largest government departments so customers could be transitioned together, and governance emphasized joint planning with departmental stakeholders to keep the project within time and cost constraints.
The platform delivered explicit infrastructure outcomes described by SSCL, including improved database operations, reduced administrative costs, encryption at rest, a security first architecture, and a shift of infrastructure spending toward operating expenditure.
