The confidential ledger runs on a Trusted Computing Base so that recorded measurement hashes are resistant to tampering, and the platform architecture prevents administrators from viewing data in unencrypted form during processing. Independent auditors access the same ledgered records for validation and verification as part of project certification workflows. Governance was restructured to embed ledger based verification into the credit issuance process, so auditors and market participants rely on immutable records rather than estimation only methodologies. Key management and access control were formalized through Azure Key Vault, and development workflows in Azure DevOps supported iterative refinement of measurement, verification, and reporting processes. The solution design enforces data provenance from GPS anchored field reads through to credit creation, with process controls that deduct practices that negate sequestration outcomes during project evaluations.
