In 2014 Central Bank of the Republic of Azerbaijan implemented ION Wallstreet Suite as a central element of its Treasury Management program. The ION Wallstreet Suite v.7.3.8 deployment focused on reserve and asset management and introduced automated front, middle and back office procedures to stabilize treasury operations.
The implementation configured cash management functionality to automate inflows and outflows of currency and instrument lifecycle tracking, and it incorporated securities and portfolio accounting and settlement orchestration consistent with a Treasury Management application profile. The Cash Management System component provided real-time tracking of currency movements and storage throughout the currency lifecycle, supporting full data integrity and completeness.
Operational coverage extended across the central bank treasury, enterprise risk management and IT security domains, and it linked CBAR with 67 national Depository Institutions to operationalize inter-institutional currency flows. ION Wallstreet Suite served as the system of record for reserve transactions and asset accounting while interfacing with cash management processes and settlement workflows.
Governance and process restructuring accompanied the technical rollout, led by the Head of Information Technologies Development division. A new governance model established PMO, Architect and Compliance functions, seven COBIT-based management processes were re-engineered and five automation tools were introduced to raise IT governance maturity to 3.1, and an ISO 27001 based information security management system was planned and formalized to cover information asset management, logical and physical access management and business continuity.
The program delivered automation of currency inflows and outflows between CBAR and national depositories and ensured operational effectiveness of reserve and asset management through the deployed ION Wallstreet Suite. These capabilities centralized treasury workflows, increased transactional integrity and integrated treasury operations with the bankwide risk and compliance frameworks.
