In 2021 Cerema France implemented Esri Arcgis Survey123 for a nationwide bridge and retaining-wall condition census, using Survey and Questionnaire tooling to capture structured inspection data and images for France's National Bridges Program. The deployment targeted infrastructure asset inspection, standardizing field data capture to support program-level prioritization and oversight.
Esri Arcgis Survey123 was configured to collect geospatial attributes, timestamped records, and photographic evidence through mobile forms, with conditional fields and validation rules to enforce consistent inspection workflows. Configuration emphasis included form templates for bridge and retaining-wall condition fields, photo attachment workflows, GPS coordinate capture, and enumerator data validation to support repeatable field assessments.
Operational rollout trained 250 field agents and ran from mid-2021 to mid-2023, surveying approximately 45,000 structures to generate the inspection corpus used to prioritize repairs. Survey123 records were consolidated into interactive dashboards for program managers, enabling centralized visibility of condition data and helping sequence repair prioritization across inspected assets.
The implementation covered nationwide sites in France and served the asset condition assessment and repair planning business functions, accompanied by a structured training program and standardized data capture governance to ensure consistency across inspectors and locations.
