| UNIT4 | Oracle Cloud ERP | Unit4 Business World | ERP Financial | ERP Financial Management | n/a | 2021 | 2022 |
In 2021, Cheshire Constabulary implemented Unit4 Business World as a replacement for Oracle Cloud ERP across its back office estate. The decision followed a troubled Oracle Fusion go live and audit findings that flagged segregation of duties conflicts and weaknesses in IT general controls within the prior Oracle environment.
The Unit4 Business World deployment focused on core ERP Financial capabilities, specifically HR, finance, procurement, payroll services, purchase to pay, and reporting and management information. Unit4 Business World was configured to provide an intuitive self service layer and integrated end to end process support, using standard ERP Financial functional workflows to support transaction processing and financial reporting.
Deployment planning referenced the Multi Force Shared Service group arrangements that historically connected Cheshire Constabulary with other forces and Oracle based services, and the procurement notice scoped the solution for potential framework use by multiple organisations. Integration and transition activities concentrated on replacing Oracle Cloud ERP transaction flows and accommodating shared service interfaces used for consolidated back office processing.
Procurement and governance requirements emphasized long term fit for purpose operation for at least 20 years, exceptional value for money, and reducing risk, with explicit requirements for segregation of duties enforcement and periodic third party service assurance review. The audit history with Oracle Fusion informed configuration and access governance decisions during the Unit4 Business World rollout to strengthen separation of IT security and finance privileges and to align reporting and management information controls.

| Crown Computing | Legacy | Crown Duty Management System for Policing | Workforce Management | HCM | n/a | 2024 | 2025 |
In 2024, Cheshire Constabulary awarded Crown Computing the support and maintenance contract for its Crown Duty Management System for Policing following a procurement award in December 2024. The agreement secures ongoing operational support for the Crown Duty Management System for Policing, classified as Workforce Management, to preserve continuity of attendance recording and resource planning across the force in the United Kingdom.
The engagement is a support and maintenance arrangement focused on operational duty management, attendance recording, roster and resource planning capabilities, and compliance with police working-time rules. The Crown Duty Management System for Policing is being maintained to ensure duty scheduling controls remain aligned with HR and payroll interfaces and to support standard Workforce Management workflows such as shift allocation and time capture.
Contract governance reflects a procurement-driven maintenance model, with the contract scope explicitly covering integrations with HR and payroll flows and ongoing compliance updates for working-time rules. Operational coverage spans force-wide scheduling and workforce planning functions, with the support arrangement intended to sustain day-to-day duty management rather than deliver a new deployment or replatforming.

| Oracle | Legacy | Oracle OBIEE | Analytics and BI | Analytics and BI | n/a | 2008 | 2009 |
In 2008, Cheshire Constabulary implemented Oracle OBIEE as its Analytics and BI platform. Cheshire Constabulary used Oracle OBIEE for Analytics and BI to centralize HR reporting and workforce management data for senior officers and operational managers across the force.
The implementation focused on delivering BI reports, KPI and MI dashboards, and ad hoc reporting capabilities. Functional capabilities included scheduled and on-demand dashboards, KPI scorecards, monthly overtime expenditure reporting, workforce availability and sickness analysis, call and incident volume reporting, and bespoke reporting presentations for stakeholders, with data manipulation and modelling performed for large and complex data sets.
Oracle OBIEE was integrated into an Oracle-centric application landscape, consuming data from Oracle E-Business Suite and Oracle Fusion R12 and R13 instances, as well as Cedar HR and Crown duty management systems, and force Purchasing, HR, Inventory and finance feeds including AP, AR and GL. Tooling used alongside OBIEE included SQL Developer, OBTI and Excel pivot tables to transform and prepare datasets for end users and to support routine and ad hoc queries.
Governance and delivery practices included gathering business requirements from stakeholders, iterative updates aligned to project requirements, release testing and user acceptance testing, and ongoing system integration activities. Operational processes extended to mentoring and training of junior support staff, creation of user documentation, prioritization of work using agile methodology, and handoff of tasks to other departments as required.
Oracle OBIEE provided the reporting backbone for HR and payroll related decision making, enabling the production of management information for senior police officers and operational teams, and supported routine monitoring of performance practices and procedures within the public sector.
