Integrations and touch points documented during operations included PlanSource for benefit enrollment assistance and E‑Verify for I9 entry, alongside routine coordination with Finance for accounts reconciliation and workers compensation reporting. The system supported HR tasks such as applicant tracking, pre‑screening and interviews, setting up drug screens and physicals, and assistance for employees retiring, indicating cross‑functional use by Human Resources and Finance. Governance and operational ownership were shared between the Human Resources Representative, the Human Resources Director, and Finance staff, with day to day responsibilities covering payroll execution, deduction management, AP entry into Incode, timekeeping input, and retiree benefit setup. Tyler Incode Payroll served as the transactional payroll and benefits engine for municipal HR and finance workflows, integrated with PlanSource and E‑Verify for enrollment and compliance workflows.
