| Springbrook Software | Legacy | Springbrook Enterprise Cloud Financial Suite | Government ERP | ERP Services and Operations | n/a | 2020 | 2021 | In 2020, City of Keizer, OR implemented Springbrook Enterprise Cloud Financial Suite for Government ERP to centralize municipal finance and utility billing operations. The deployment targeted the Finance Department and its cross functional interactions with field operations and municipal court support, aligning the application with accounts receivable, utility billing, customer service, and collections business functions. Springbrook Enterprise Cloud Financial Suite was configured to support core utility billing workflows including scheduled monthly billings, final billings, meter change and special read processing, billing adjustments recorded via journal vouchers, NSF and refund processing, direct debit and automatic bill pay management, and senior and disabled discount handling. Configuration emphasized cash receipts processing, route and meter reconciliation, and the ability for accounting staff to generate and reconcile consumption reports and billing printouts, reflecting typical Government ERP financial and billing modules. Operational integrations and runbook interactions included direct coordination with Springbrook support and the City of Keizer I.T. staff for system issues, updating utility lien records on the Net Assets website, and referencing Marion County Tax Assessor files for owner information. The implementation supported end to end handoffs between back office accounting staff and field crews, including issuance of water turn on and turn off orders, initiation of work orders for special reads, and delivery of cash receipts to accounting. Governance and process changes were centered on Finance Director oversight, standardized procedures for account setup and closing, documented adjustment and collection workflows, and archival of monthly reports. The suite supported established collection practices for bankruptcies and delinquent accounts, automated routine billing runs, and preserved audit trails via message screen notes and journal vouchers to align utility billing operations with municipal finance controls. |
