In 2020, City Of Monash implemented Oracle Cloud ERP as its core ERP Financial platform to standardise municipal finance and procurement transaction capture and to serve as the primary source for corporate financial reporting. Oracle Cloud ERP under the ERP Financial category was positioned to provide financial management, procurement and transactional financial records to downstream analytics and budgetary workflows.
The implementation focused on Financial Management capabilities, including general ledger, budgeting and commitments, accounts payable and procurement workflows, aligned with municipal budgeting and spend control processes. Configuration work emphasized enterprise data models and transaction-level feed structures to support actuals versus budget analysis and commitments tracking in downstream reporting.
Data and integration architecture centered on a Microsoft Azure Data Platform and Power BI architecture that ingested transaction feeds from Oracle Cloud ERP and 11 additional systems into an Enterprise Data Warehouse. Metadata-driven ETL and pipeline orchestration automated ingestion from Oracle Fusion Cloud ERP into canonical data models, enabling self-service Power BI models and drill-through transactional views for finance and procurement users.
Governance and process changes were driven by a BI Lead Developer and Data SME working within the Digital Transformation program, who designed single source of truth data models, formalised data definitions and lineage, and led workshops to increase self-service adoption. Reporting governance included migrating and rationalising content, where Cognos reports were consolidated and redeveloped as Power BI artifacts to align with the new data platform and reporting ownership.
Explicit outcomes documented include consolidation of over 850 legacy reports into Power BI and the delivery of targeted analytics such as the Financial Management Power BI app, a Spend Analytics dashboard covering contracts, requisitions, purchase orders, invoices and supplier reliability, and operational workload dashboards for planning and service areas. The BI lead received an Employee Recognition Award for Outstanding Services in September 2024 for contributions to the data and reporting transformation.
