In 2025 the City of North Port, Florida implemented Accela Civic Platform as its Government ERP to modernize permitting and zoning workflows within city government. The deployment focused on cloud hosted Accela Civic Platform capabilities for permitting and plan review, and integrated ePermitHub Digital Plan Room to automate document intake and reviewer collaboration for the Development Services function.
The implementation concentrated on core permitting workflows and digital plan review. Accela Civic Platform was configured to support electronic plan submission, automated routing of reviews, and queue management for building permits and Certificates of Zoning Compliance. The integration with ePermitHub Digital Plan Room introduced automated packaging and distribution of plan sets, reducing manual handoffs and streamlining reviewer annotations.
Integration work centered on connecting the city instance of Accela Civic Platform to ePermitHub Digital Plan Room to enable end to end ePlan review and status synchronization. Operational coverage targeted the Development Services department and citywide permitting operations, applying the new workflows to building permit processing and CZC approvals. The architecture remained cloud centric, leveraging the platform to centralize records, review comments, and status tracking for cross‑functional use by planners and inspectors.
Governance and process changes accompanied the technical rollout, with Development Services adjusting review assignments and turnaround SLAs to align with automated routing and digital plan access. City leadership acknowledged initial confusion among staff and followed staged adoption and training while standardizing review templates and electronic checklists. Outcomes reported by the city and vendor show substantial reductions in review time driven by the Accela Civic Platform and the ePermitHub Digital Plan Room integration. Permit review times decreased from a prior range of 20 to 40 days to fewer than 10 days, over 90 percent of building permits are now processed in 3 to 5 days, and more than 80 percent of Certificates of Zoning Compliance complete in under 5 days, compared with 68 percent of building permits previously processed in under 30 days.
