Governance for the implementation was centralized through the city CFO and the assistant chief financial officer, who coordinated reviews and sequencing of module restoration. Customizations from the prior server configuration were transitioned to standard reports available in Springbrook Cirrus Cloud, supporting a consistent reporting baseline and reducing the need for bespoke code. Documented outcomes include restored cloud-based remote access for staff during the COVID-19 pandemic and a severe February 2021 snow storm, and an operational recovery path that continues to regenerate 2020 financial history with licensing and permits identified as the last module to be fully restored.

The live cloud based payroll module went into production in April 2021, followed by staged restoration of accounts payable and cash receipts, with licensing and permits scheduled as the final module to be resurrected. Governance shifted to an owner led rebuild model where each subject matter expert configured and validated their module, standard reports were adopted in place of prior customizations, and scheduled report trails were used to verify sequence and completeness of restored records. City of Texarkana continues working to regenerate its full 2020 financial dataset while operating on the Springbrook Cirrus Cloud Government ERP platform, retaining familiar workflows and reporting while gaining cloud based access and enterprise level security.
