In 2024, City of Torrance implemented Connect Torrance by Via as a Transportation Management solution to introduce on-demand, curb-to-curb shared rides across Torrance, California and to improve local transit coverage and connections to major destinations. The microtransit service launched in December 2024 and was provisioned to operate across municipal boundaries within the city footprint, positioning Connect Torrance by Via as an operational layer complementing fixed route services.
The deployment used a microtransit transportation-management architecture typical for the category, including rider-facing booking and real-time trip tracking, driver dispatch and routing orchestration, and shared-ride trip matching and dynamic routing capabilities. Operational modules emphasized on-demand scheduling, curb-to-curb pickup workflows, and time-windowed pooling to increase vehicle utilization while maintaining short pickup intervals. The implementation supported transit planning and operations teams within the City of Torrance and aligned day to day operations with service planning for major destinations in the Los Angeles County region.
Governance and rollout followed a phased launch, with live operations beginning in December 2024 and a formal expansion of hours and geographic coverage after six months of data collection. The expansion decision was driven by observed strong ridership, measured rider satisfaction at 4.9 out of 5, faster average pickups of approximately 9.5 minutes, and reported improved cost efficiency for public transit operations in the Los Angeles County region.
