The implementation positioned CentralSquare Naviline HRIS as the authoritative Core HR tool for personnel transactions, applicant posting, leave management, and routine HR case management within City of Tyler HR operations.

The application was used to prepare legal documentation, route invoices and purchase orders to Finance, and coordinate annual planning and performance reporting activities for the Housing sections of the Consolidated Plan and Analysis of Impediments with other city departments and outside agencies. Governance changes emphasized standardized operating procedures, routine program audits, and formalized approval workflows for financial transactions and contract documentation. Day to day operational responsibilities were defined so Community Development staff could screen applicants for program eligibility, monitor compliance through inspections, draft contracts and SOPs, and submit requisite documentation into CentralSquare Superion NaviLine for processing and reporting.
