In 2013, Cook County Pension Fund implemented Microsoft Dynamics GP. Microsoft Dynamics GP was deployed as an ERP Financial solution to support pension administration workflows and annuitant payment processing across the organization.
The deployment validated and configured core Microsoft Dynamics Great Plains modules including Management Reporter, Integration Manager, Winfiler and Check Factory. Those modules were configured to calculate and manage tax reports, generate tax statements and perform check printing for annuitants, while Integration Manager provided the backbone for data movement and reconciliation between modules.
The program proposed enhancement of the Semi SaaS portal Centralpoint into an ERP extension by integrating MS Outlook, scheduling appointments functionality, the PAS system and Skype for Business to reduce internal manual processes and to enable future AI processes. Integration Manager and the Dynamics GP module set were positioned to orchestrate data flows between Centralpoint and Microsoft Dynamics GP to centralize financial and member records.
Operational scope emphasized finance, payroll and benefits functions that directly support annuitant services, with a client environment refresh to Windows 10 and Office 365 productivity tooling to standardize endpoints. Project governance included coordinated communication with the vendor team to ensure proper functioning of Dynamics GP modules and to align workflows for tax reporting and check production.

In 2017 Cook County Pension Fund deployed Quadient IS-280 iMeter as its Mailing System to centralize outgoing postage and to formalize incoming mail handling and scanning workflows. The Quadient IS-280 iMeter was positioned as the primary postage metering and mail processing appliance integrated into the fund’s records intake and distribution processes.
Operational configuration focused on end-to-end document capture and indexing, with explicit tasks to generate a weekly Laserfiche image count report and to check for duplicate images before converting electronic files to TIFF. Staff imported Microsoft Word documents into Laserfiche, generated mail merges when required, timestamped and coded incoming mail and faxes, and scanned paperwork for archival and departmental review. The environment also required registration and scanning of checks into an Excel masterlog on a weekly cadence.
Integrations were implemented with Laserfiche for enterprise content management and with PBMS for benefits-related data entry, including setup and updates when receiving Annuity Applications and recording union dues. Microsoft Word and Excel were used as document sources and reporting outputs, and Neopost Postage was used for daily outgoing mail and check processing workflows. The scope of these integrations covered board packet assembly, direct deposit form collation, and verification of pension recipient counts for Monthly Board meetings.
Governance and operational controls emphasized daily monitoring of Laserfiche to ensure proper routing, weekly reporting cycles for image counts and masterlogs, and a retention review process that produced spreadsheets identifying files eligible for destruction. Data entry standards were applied for the Monthly Retiree Count, maintaining a start-date based spreadsheet for employees and spouses, and operational ownership included mailroom, records management, benefits administration, and board services. Inventory tracking for office and mailing supplies was maintained monthly in Excel as part of routine administrative governance.
The Quadient IS-280 iMeter served as the physical mailing system appliance for outgoing postage and played a central role in the documented intake, scanning, and indexing workflows that supported pension administration, board reporting, and archival processes. The implementation concentrated on operationalized capture, coding, and integration with Laserfiche and PBMS rather than on changes to upstream application platforms.
