Governance changes included adoption of whole-of-government contracting controls and cloud-oriented security and compliance expectations for hosted financial services. Integrations were executed between Oracle Cloud HCM and departmental Oracle ERP modules such as Projects, General Ledger, Accounts Payable, Accounts Receivable, Cash Management, Fixed Assets and Procurement, and the EPM reporting layer. Business case development and design work explicitly addressed integration of a replacement payroll system Frontier-iChris into the Oracle environment, and e invoicing workflows were incorporated into procurement and accounts payable processes. Programme governance was led by the Department of Internal Affairs Programme Director for Corporate Systems who established the programme terms of reference and roadmap and provided ongoing oversight. The delivery lifecycle covered design, implementation, testing and post go live support while the programme office monitored and mentored project progress for related initiatives including a Corporate Workflow Portal, information management capability uplift and an intranet upgrade.

Architecturally, the team preserved verified identity attributes such as name and date of birth on-premises while directing authentication flows through Azure AD B2C, and they instrumented Log Analytics with integration into Azure Sentinel for centralized security monitoring and alerting. UNIFY Solutions managed the cloud service integration across 163 government services spanning 56 public agencies, migrating more than 6 million sign-in and authentication records in a single, coordinated cutover. The program began technical work in December 2019, completed the final data migration within 48 hours and launched the new cloud-based RealMe in July 2021, and the department is progressing governance changes toward Zero Trust and future passwordless authentication. The New Zealand Department of Internal Affairs Microsoft 365 Collaboration deployment sits alongside this identity platform, supporting collaboration and agency productivity as the broader Microsoft cloud ecosystem is adopted across government.
