Oracle Tyler Munis ERP Oracle Cloud ERP ERP Financial ERP n/a 2022 2022
In 2022, Detroit Metro Airport, operated by the Wayne County Airport Authority, began an Oracle Cloud ERP implementation to migrate financial and administrative operations from its Tyler MunIS ERP system to Oracle Cloud ERP. The public outreach event on November 14, 2022 framed the project as a move to Oracle ERP Cloud SaaS Applications and invited qualified proposers for Oracle ERP Installation Services. The implementation was scoped to deliver ERP Financial capabilities, with an emphasis on core general ledger, accounts payable, accounts receivable, procurement, payroll and timekeeping workflows consistent with ERP Financial systems. The procurement specified an off the shelf, best practices configuration with very minimal customizations, and required configuration to support complex union-related timekeeping and payroll rules. Operational coverage targeted the Wayne County Airport Authority administrative functions that support roughly 600 employees, consolidating finance, HR payroll and procurement onto the Oracle Cloud ERP SaaS architecture. The program documentation called for data migration planning from the Tyler MunIS ERP system and for a cloud-native deployment and integration approach aligned with Oracle Cloud ERP. Procurement and governance requirements emphasized demonstrable change management and training capabilities, public sector and airport or city implementation experience, Premium Oracle Cloud Partner status, and inclusion of WCAA Small Business Enterprise participation and certified subcontractors. The solicitation stressed management commitment to on-time, on-budget implementation and established vendor and subcontractor approval and training governance as part of the rollout.

IBM Legacy IBM Maximo Enterprise Asset Management ERP Services and Operations n/a 2018 2018
In 2018, Detroit Metro Airport implemented IBM Maximo for Enterprise Asset Management. The initiative centered on embedding geospatial intelligence into the asset management platform to support multi-department operational workflows across airport terminals, airfield infrastructure, and utility networks. IBM Maximo was configured to support asset inventory and operational records linked to GIS feature layers, enabling category-aligned capabilities such as asset identification, facilities and utility inventory, and maintenance work orchestration. The implementation mapped features for underground utilities, lighting, signage, airport roads, buildings, confined spaces, runways, and concessions, and incorporated indoor mapping for terminals derived from Building Information Modeling sources to enrich asset context within IBM Maximo. Integration work published and updated geodatabases and validated CAD drawings into an ArcGIS Enterprise portal, and integrated map data with IBM Maximo to surface spatially referenced assets for the enterprise. The deployment produced both online and offline CAD and georeferenced map packages for use by airfield personnel, consultants, and internal stakeholders across Detroit Wayne County Airport and Willow Run, and applied ArcGIS utility network and geometric network models to represent complex infrastructure relationships. Governance and process work included participation in requirements gathering with business users, driving GIS and CAD data governance plan tasks, performing quality control checks on FAA regulated airfield geospatial data, and developing improvement plans for capital repair and construction projects. These governance controls and validated spatial data streams were designed to feed IBM Maximo asset records and support standardized asset management workflows across the airport authority.
