In 2020, DON Services implemented eFileCabinet, a Document Management application, to eliminate paper HR records and streamline employee tracking. The deployment objective was to centralize personnel files and enable faster document retrieval across the organization. Implementation used the Rubex document management module of eFileCabinet configured as a centralized digital repository with metadata-driven indexing, version control, and role-based access controls. Captured documents and automated indexing workflows were applied to onboarding packets, performance records, and personnel files to reduce manual filing and improve searchability. The program covered HR operations across DON Services western Pennsylvania sites, supporting employee tracking and HR record management and providing day to day access for HR and payroll functions. Configuration focused on secure document custody and indexed retrieval to support routine HR workflows and compliance-oriented retention practices. Governance controls and retention policies were instituted to standardize record custody, access permissions, and retrieval procedures. The eFileCabinet implementation enabled DON Services to go largely paperless and improved document retrieval for HR staff.
