In 2015 Douglas County implemented Microsoft BI (SSRS, SSAS, SSIS, SQL Server Reporting) as a central element of an Analytics and BI program to support county divisions including human services, assessment, elections, and engineering. The initiative focused on developing custom BI, integration, and data warehouse solutions to provide consistent business analytical reporting across multiple departmental functions.
The deployment used a hybrid data warehouse architecture with ETL and data integration built in Oracle Warehouse Builder and SQL Server Integration Services 2013, operating against Oracle 12 and SQL Server 2014 and 2016 databases. Implementation work included development of SSIS packages for data staging and transformation, SSAS semantic models and cubes for analytical processing, and SSRS paginated and parameterized reporting for operational and management reporting. Pentaho was also used alongside the Microsoft BI suite 2013 and 2015 to deliver complementary reporting capabilities for specific analytical use cases.
Integrations spanned internal county business units and external vendors, with software integration solutions designed to connect operational systems to the data warehouse layer. Source control and release practices used Git and Microsoft Team Foundation Server, and project artifacts and issue tracking were managed using JIRA with team communication via Slack. Technical responsibilities included serving as both technical and business level analyst to align data models and reports with departmental requirements.
Project governance followed ITIL standards and agile delivery practices, specifically Scrum with Kanban and Sprint methodologies, which structured iterative delivery and backlog management. Change control and versioning were enforced through source control and sprint-based releases, while cross-functional stakeholder engagement ensured departmental reporting needs for human services, assessment, elections, and engineering were incorporated into sprint planning and acceptance criteria.
