The implementation included core Oracle Cloud ERP modules and adjacent solutions, with explicit functional coverage for payroll and time and attendance, equipment billing and maintenance using Oracle Fusion maintenance Cloud, supplier self-service for RFQ and invoice submission, and vertical extensions built on PaaS for onboarding, iqama renewal workflows and equipment rental. Automation and intelligent operations were embedded through RPA, BIM for project delivery, IoT-enabled remote asset control and biometric time capture, all integrated to streamline project cost capture and daily workforce monitoring. Architecturally the program combined Oracle Cloud ERP and Oracle Autonomous Data Warehouse for management reporting, with Microsoft Power BI used to deliver management-by-exception dashboards. Enterprise infrastructure was consolidated and migrated to Microsoft Azure for data center, Office 365 and network as a service, while integrations linked Oracle Cloud ERP to Maximo, HIS, Concept Evolution and Eliplan and to Primavera scheduling tools to align maintenance, project and financial processes. Governance and rollout were driven by an established PMO and a 60-person transformation team of track leaders, consultants, business process analysts and IT engineers, with strict internal and contractor controls covering 100% of IT infrastructure. The program included executive briefings, stakeholder analysis, comprehensive change management and training to transition staff from manual processes to automated workflows. Explicit outcomes recorded in program materials include planned IT cost savings of SAR 4.2 M annually, a reported 80% reduction in inventory for maintenance parts, over 50% improved operational efficiency in selected units, recruitment cycle time reductions of 60%, payroll cycle automation and consolidated supplier and B2B/B2C e-commerce capabilities, supported by negotiated commercial concessions from vendors in exchange for showcase use.

The architecture centers on Oracle Fusion Cloud at the head office, with federated APEX integrations providing operational connectivity to 15 accommodation camps across the companys project sites. Operational governance was implemented through Fusion administration and personalization activities, including creation and tuning of job and data roles, user provisioning, access grants to functional modules, page customization and business process management to align approvals and vacation routing. Ongoing administration responsibilities explicitly covered BI issue resolution, report lifecycle management and runtime personalization inside Oracle Cloud HCM. The rollout delivered a unified Core HR platform that supports HR operations and reporting across the enterprise, and that is instrumented to feed operational HR and finance reporting through OTBI and BI Publisher. The implementation narrative centers on Oracle Cloud HCM as the Core HR backbone integrated with bespoke APEX applications and Fusion extract and REST based interfaces.
