In 2024, Est Ensemble implemented Inetum GenAI, a Generative AI Platforms solution, to optimize operational and administrative processes and to facilitate the processing of tender applications. Est Ensemble deployed Inetum GenAI to support procurement and contract award business functions across the territorial public establishment in the Greater Paris metropolitan area.
Inetum GenAI is delivered with a set of functional modules developed for Est Ensemble, including automatic verification of candidate eligibility such as certifications, automated completion of bidder files, assistance in evaluating the relevance of submitted answers, and drafting of objective rating commentary. The project includes a planned second phase to add module capabilities for side by side comparison of bidders responses against defined evaluation criteria, and an eventual chatbot to let agents query bidder responses directly.
Inetum was selected to develop and operate the AI generative technologies, indicating a managed deployment model with centralized platform operation for Est Ensemble agents. The solution is intended for operational use by procurement and administrative teams, and the vendor committed to have the tool in place by the summer with operational implementation before the end of 2024.
Governance changes focus on embedding the Inetum GenAI workflow into existing tender evaluation processes, shifting manual verification and document search tasks toward the platform while keeping final decision and oversight within established procurement authorities. Est Ensemble expects the Generative AI Platforms deployment to accelerate evaluation cycles, enabling reviewers to assess bids in a few dozen minutes rather than the usual several days, and to free staff to concentrate on higher value administrative and user service activities.
