The implementation included a payment module with automated generation of payment and collection instructions, and cash flow forecasting routines that produced end of day balance driven settlement proposals. ISO 20022 XML file formats for direct debit and wire transfers were developed with Kyriba to enable same day direct debit pulls into the centralized account structure. Integrations were implemented with HSBC digital banking products, including HSBCnet for multi-bank balance visibility and HSBC Connect as a secure host to host channel between banks, Kyriba and the Government of Sharjah. The technical architecture combined Kyriba Treasury cloud services with bank connectivity and statement aggregation to deliver a consolidated cash position across departments and partner banks. The project preserved the option to integrate with the Government of Sharjah ERP to automate ledger reconciliation and extend the solution to additional public entities. Governance changes accompanied the technical rollout, with migration of payment authority into a centralized Cash Management Section and process mapping exercises to eliminate manual payment and reconciliation workflows. The project instituted new liquidity orchestration processes driven by Kyriba Treasury forecasts and bank pull instructions, and established operational controls for electronic payment approvals and bank connectivity. Rollout planning included staged expansion across departments and future enhancements to liquidity structures and automated forecasting. Outcomes reported by the Government of Sharjah were explicit, with around 70 percent of transactions processed electronically and full visibility over cash and financial transactions, resulting in significantly reduced processing times and operational cost savings that more than offset implementation costs. The initiative was recognized externally, earning a Best in Class Treasury Solution in the Middle East award at the 2018 Adam Smith awards, and demonstrates a production use of Kyriba Treasury within the Treasury Management category for a sovereign sub national government.
