In 2014, Housing New Zealand implemented Oracle E-Business Suite to support its ERP Financial operations across the agency. Oracle E-Business Suite deployment included focused validation of Oracle Financials functionality and test-driven controls. Test activities recorded for Oracle E-Business Suite encompassed preparing test cases from functional requirement specifications, creating and executing system, regression, negative and usability test scripts, preparing test estimation and test summary reports, and managing test approvals to govern release readiness.
Integration and operational verification covered Northgate interfaces and inter-agency integration projects, with SOAPUI used for integration testing and SQL queries against the Oracle database to prepare test data and verify results. Defects were documented and tracked in JIRA, with defect reporting and triage workflows established between testing and development teams, and the scope included BAU support in Wellington.

In 2018 Housing New Zealand implemented SnapHire ATS as its Applicant Tracking System to centralize recruitment workflows for an organization of approximately 1,900 employees. SnapHire ATS was provisioned to support the Talent and Recruitment function and specific recruitment administrators and advisors working in Wellington and Wellington & Wairarapa regions.
The implementation focused on core applicant tracking capabilities, configured for job posting, candidate tracking, interview scheduling, candidate communication, and document management for recruitment paperwork. Recruiters used SnapHire ATS to take job briefs, create adverts and interview guides, source candidates, and manage end to end recruitment workflows through to completed candidate documentation.
Operational integrations emphasized handoffs to existing downstream teams rather than named system-level replacements, with completed candidate paperwork processed through to the payroll team and hiring manager coordination embedded in daily workflows. The deployment supported administrators who managed interview scheduling and paperwork preparation, and recruitment advisors who provided candidate updates and handled platform issues.
Governance was formalized around consistent recruitment processes, with Recruitment Advisors providing training, advisory support, and education on the Snaphire ATS to hiring managers and administrators. SnapHire ATS therefore served as the primary Applicant Tracking System for standardized hiring processes, candidate experience workflows, and administrative routing of recruitment paperwork.

The deployment included core maintenance workflow capabilities, specifically processing nationwide requests for introduction and cancellation of routine maintenance, monthly issuance of jobs to contractors, and clearance of claims that contained variations outside agreed budgets. Oracle Enterprise Asset Management was used to manage master data, and a documented overhaul of master data within the bespoke Oracle EAM database was completed early in a staff assignment to ensure forecasting and job release accuracy.
Operational coverage extended to 13 nationwide regions, with routine maintenance activity managed against an annual budget of 11 million NZD and a small central team responsible for timely job release and contractor issuance. The maintenance function handled job validation and approval workflows that escalated variations beyond budget thresholds to a Maintenance Response Manager, preserving financial control for routine maintenance issuance.
Governance and process changes were introduced to support divestment and asset retirement, including revised procedures to retire assets from the Oracle Enterprise Asset Management system more promptly. Those procedural changes enabled more timely asset retirement and directly improved KPI reporting for the Assets team, while the maintenance job release and claims clearance workflows sustained monthly operational issuance to contractors.
