Springbrook Software Legacy Springbrook MAGIQ Cloud ERP ERP Financial ERP n/a 2021 2021
In 2021, IBAC deployed Springbrook MAGIQ Cloud ERP. The deployment established Springbrook MAGIQ Cloud ERP as the agency's ERP Financial platform, centralizing financial accounting, budgeting and management reporting for the Independent Broad-based Anti-corruption Commission. Configuration focused on core ledger and budgeting controls, with business processes for loading budgets into Magiq, authorising and approving month end journals, and executing balance sheet reconciliations. Procurement and payable workflows were implemented to handle purchase order management including amending receipts and closing POs, and cash management capabilities were used for corporate card acquittals, accrual receipting and producing cashflow output. Management reporting functionality was configured to generate cost centre reports and the Finance report for the Corporate Governance Committee, including commentary on actual versus budget and forecast. The implementation used the vendor cloud offering, Springbrook MAGIQ Cloud ERP, with operational interfaces to FinCloud and SRIMS for cashflow reporting and data reconciliation, as referenced in internal system issue and reconciliation activities. System issue triage and resolution processes were established between Magiq and FinCloud related teams to surface and remediate data mismatches. Operational scope covered IBAC wide finance activities, supporting month end close, preparation of management packs, budget and forecast cycles, and audit support for the Victorian Auditor General's Office, with finance staff producing required audit deliverables. Governance changes included formalised month end review and approval workflows, role based responsibility for PO and journal approvals, and targeted training of new staff on the Magiq platform.

In-House Applications Legacy In-House Payroll Payroll HCM n/a 2020 2020
In 2020, IBAC implemented an In-House Payroll application to bring core Payroll activities under internal control. The In-House Payroll supports organizational Payroll functions and was transitioned from an outsourced payroll solution under the People, Culture & Capability team. The In-House Payroll centralizes fortnightly payroll processing, management of new starters and cessations, salary, benefits and allowances administration, leave entitlements, payroll adjustments and routine reconciliations. Functional capabilities implemented include end-to-end payroll processing, entitlement calculations aligned to the VPS Enterprise Agreement, statutory reporting and HR metrics such as establishment reporting, leave trend analysis and management of accrued leave liabilities. Operational ownership sits with the People, Culture & Capability team and the appointed Payroll Services Manager, who manages delivery of IBAC payroll on a fortnightly cycle and provides advice to managers and staff on entitlements and remuneration. The system configuration maintains Single Touch Payroll reporting obligations and supports reconciliation workflows used in internal and external assurance audits, enabling HR and Finance teams to consume payroll and employment data. Governance and process changes created a Payroll Services Manager role responsible for establishing standards, evaluating monitoring systems, participating in regular payroll reconciliations and sustaining compliance with employment legislation, taxation and superannuation requirements. During rollout the Payroll Services Manager assisted the transition from the outsourced provider and then assumed end-to-end operational responsibility for the In-House Payroll at IBAC.
