In 2018, Irish Water implemented Oracle E-Business Suite as its ERP Financial system to consolidate core financial processing and control across the organisation. Irish Water IT provided ongoing application ownership, with IT Operations accountable for run activities across Applications, Operational Technology, Service Management and Infrastructure and the Applications teams responsible for implementation, upgrades and support of Oracle Financials alongside other enterprise applications.
The Oracle E-Business Suite deployment encompassed standard Oracle Financials modules including General Ledger, Accounts Payable, Accounts Receivable, Project Accounting, Purchasing, Fixed Assets, Cash Management, Inventory, Oracle Time and Labor and iProcurement. Configuration work emphasized functional alignment with Irish Water financial processes, documentation of controls for audit compliance, and procedures for proactive problem detection, including disaster recovery planning and high availability considerations.
Operational integrations and interfacing were implemented to align financial workflows with adjacent systems managed by the Applications teams, including customer care and billing, asset and workforce management, middleware layers, HR specific systems, GIS, SharePoint and ServiceNow, and Dynamics 365 based components such as CDS, EIMS and SIMS. The implementation supported Irish Water IT delivery processes for testing, user training and business readiness, and was operated within an application work programme that coordinated changes with the IT Build and Delivery teams and PMO.
Governance and operational support for Oracle E-Business Suite included formal change management for application changes, maintenance of user guides and training documentation, and standby rotation for out of hours support. The IT Financial Operations role included translating business requirements into functional requirements, recommending technical and process improvements, and maintaining controls and documentation to meet audit requirements.

In 2014, Irish Water implemented IBM Maximo as its Enterprise Asset Management platform, focusing on planned maintenance, asset management and sustainability, and asset intelligence capabilities. The deployment established IBM Maximo as the core system for work order management and asset intelligence within the utilities environment.
Phase 1 of the Planned Maintenance Project was delivered between Jan 2018 to Oct 2020, impacting 620 internal and external stakeholders and completing 415 asset surveys and 516 maintenance surveys. The rollout included training 130 Local Authority staff and issuing live work orders to handheld units deployed across both water and wastewater sites.
The implementation emphasized Planned Maintenance, Asset Management and Sustainability, and Asset Intelligence modules within IBM Maximo, with field mobility for handheld units used to receive and close work orders. Data acquisition and validation processes were instituted with version control and standardized data capture templates for surveyors to ensure consistent asset records and maintenance schedules.
Governance and operational processes were formalized through development of training courses, engagement workflows using internal change management methods, risk and issue log monitoring, progress and KPI reporting to the project sponsor and steering committee, and quality assurance to ensure compliance with project governance. Operational coverage included Local Authority teams and internal Irish Water stakeholders across water and wastewater sites in Ireland.
The rollout documented an estimated annual cost saving of €20 million and an estimated reduction in energy consumption of 1 percent over the next 10 year period, outcomes tracked alongside survey completion and training milestones.
