In 2015 La Rioja contracted Telefónica for preventive, corrective, adaptive and evolutionary maintenance of the SENECA Emergency Suite, the Emergency Management application supporting the emergency care and management system of CECOP SOS Rioja. The SENECA Emergency Suite implementation included core Emergency Management capabilities consistent with regional coordination platforms, including incident management, dispatch workflow orchestration, resource allocation and tracking, situational awareness dashboards, GIS-based mapping and communications logging. Configuration work emphasized operational workflows for incident intake, dispatcher consoles and incident lifecycle tracking, with routine updates to module configurations as part of adaptive and evolutionary maintenance.
Operational scope focused on CECOP SOS Rioja and regional emergency response functions, supporting civil protection and coordination across emergency services within La Rioja. Maintenance activities were executed to preserve platform availability and functional integrity for emergency care and coordination, with Telefónica responsible for corrective fixes and preventive maintenance cycles.
Governance of the maintenance program incorporated formal change management, version control and periodic operational reviews with CECOP SOS Rioja stakeholders, supporting controlled releases and rollback procedures. In 2007 La Rioja implemented Oracle Spatial and Graph under the IDERioja Project to establish a corporate administration of spatial data and provide web access to regional cartography. The deployment is categorized as Analytics and BI and used Oracle Spatial and Graph as the central spatial database and graph engine to manage authoritative geospatial datasets for government use and public access.
The implementation configured core spatial data management capabilities, including spatial indexing and query services, topology and coordinate reference handling, metadata cataloging, and map publication services to support geographical and management applications. Oracle Spatial and Graph functionality was applied to enable spatial queries, geoprocessing workflows, and structured storage of cartographic layers that feed both internal administrative tools and public mapping interfaces.
Integrations focused on linking cartography with administrative management applications, exposing map services through an Internet portal, and ensuring interoperability with external cartographic systems. Interoperability was governed by adoption of ISO geographic information standards and Open Geospatial Consortium standards, and the implementation aimed to fulfill the European INSPIRE guideline for spatial data infrastructures.
IDERioja instituted standards-based governance for spatial datasets and metadata to support cross-departmental use within the regional administration and public distribution through a free Internet access portal. Stated benefits of the implementation include extended public access to cartography via the Internet, integrated cartography within administrative management applications, INSPIRE compliance, and interoperability with any cartographic system.

In 2020, La Rioja implemented XenoCode Lite, a Geographic Information System deployed to enable the My112 citizen emergency application under the Department of Social Services and Citizenship and coordinated by the Directorate of Justice and Home Affairs. The XenoCode Lite implementation was provisioned to support the SOS Rioja Operational Coordination Centre and is noted as operational in Madrid, Barcelona, the Balearic Islands, Castilla y León, Castilla La Mancha, Navarra, Catalonia, Cantabria and Melilla.
XenoCode Lite was configured to provide automatic caller geolocation and multimedia intake, feeding precise location and photographs from My112 into the coordination centre workflow. Functional capabilities implemented include real time incident location visualization for teleoperators, attachment handling for photos to assist response teams, and incident record creation to support mobilization of resources, consistent with core Geographic Information System capabilities.
Operational integration routes incident data into SOS Rioja coordination processes that mobilize police, urban and forest firefighters, health resources, forest rangers, aerial rescue and firefighting assets, and collaborating organizations such as Red Cross, psychologists, rescue dogs and civil protection groups. Governance and rollout were led by the Directorate of Justice and Home Affairs with the Director General of Justice and Home Affairs Alberto Espiga cited as describing faster and more successful comprehensive emergency attention, improved location of incidents in rural areas, and the importance of geolocation and photo evidence when callers cannot speak.
