Oracle Oracle E-Business Suite Oracle Cloud ERP ERP Financial ERP n/a 2023 2024
In 2023 Hillingdon Council implemented Oracle Cloud ERP, deploying Oracle Fusion Applications as its ERP Financial platform. The migration from Oracle E-Business Suite R12 to Oracle Cloud ERP centralized core finance processing for the council and established a cloud native foundation for financial control and reporting. The Oracle Cloud ERP rollout concentrated on core financial capabilities including general ledger controls, maintaining the chart of accounts, journal administration and month end close orchestration. Budgeting and forecasting workflows were implemented alongside Collaborative Planning based processes, supporting annual medium term financial forecasting MTFF, annual outturn, and detailed monthly salaries budgeting calculators, with bespoke XML forms, model mapping, views and dashboard reporting configured to align with council finance workflows. Operationally the deployment coexisted with ongoing Oracle R12 administration during transition and integrated with Collaborative Planning CP as the budgeting and forecasting front end, managing over 300 CP users. Go live and stabilization were supported by an Oracle Fusion systems administration team, with systems admin training on Oracle Fusion Cloud and interim finance systems resource providing hands on go live support and configuration adjustments. Governance and process changes emphasized end to end process development, journal and month end governance, user training, and workflow reporting to support fiscal controls. Monthly monitoring and forecasting cadence was formalized, with CP made available to users within one working day of the prior months GL close, and ongoing support activities focused on sustaining chart of accounts accuracy, reporting cadence and system administration.

Oracle Legacy Oracle Cloud HCM Absence Management Absence and Leave Management HCM n/a 2021 2022
In 2021, Hillingdon Council implemented Oracle Cloud HCM Absence Management to consolidate absence and payroll-related processes across council services. The initial engagement was a post-go-live stabilization effort where an Oracle Cloud Payroll Consultant re-joined to review the system build and address issues after the council had been live for six months. The Oracle Cloud HCM Absence Management deployment included migration to Oracle seeded Absence and Pension functionality, a rebuild of OTL Time and Labor that covered design, user acceptance testing and rollout, and configuration of Redwood forms with UAT and communications. Spreadsheet Data Loaders HSDL were developed to streamline batch data ingest, and OTBI reports and dashboards were created to support payroll and broader council reporting, all aligned with Absence and Leave Management functional workflows. Operational coverage spanned Payroll, HR, IT and school services, with explicit activities such as self-service rollout to schools, Schools TUPE migrations and an election migration. The engagement was coordinated with the council support partner Evosys/Mastek and included creation of data load processes and interfaces to preserve payroll and pension feeds during the Absence and Pension migration. Governance and rollout relied on cross-functional coordination, with the consultant managing design reviews, UAT cycles and communications alongside Payroll, HR and IT stakeholders. The consultant also evaluated additional Oracle Cloud capabilities including Alerts, Connections, Touchpoints, Guided Learning and Journeys for potential phased adoption.

Iken Legacy Iken Cloud Case Management ERP Services and Operations n/a 2023 2023
In 2023, Hillingdon Council implemented Iken Cloud for Case Management to support legal services across the London borough. The move involved transitioning operations from an on premise setup to a cloud-hosted Iken Cloud deployment to support hybrid working and centralise case and document information. The implementation deployed the Iken Cloud application with inferred use of matter management and time recording capabilities, configured to centralise document indexing, standardise matter lifecycles, and surface live dashboards for operational oversight. Configuration work focused on case workflow orchestration, document management, and time capture controls to improve manager visibility into time recording. Operational coverage concentrated on the council legal services function, enabling distributed teams across the borough to access a single source of case truth and permitting managers to monitor activity through live dashboards. Integrations were not specified in source material, so the narrative limits system connections to the Iken Cloud application and its internal modules. Governance and rollout emphasized adoption and performance monitoring, with configuration and access controls aligned to legal services processes and manager reporting needs. Outcomes highlighted in the case study centered on productivity improvements, higher adoption of cloud-hosted case management, and improved performance monitoring through visibility into time recording and dashboarding.
