In 2014 London Borough of Havering implemented Oracle E-Business Suite as its ERP Financial platform to centralize council finance and HR transactional processing. The deployment targeted core municipal finance functions and employee expense workflows, establishing Oracle E-Business Suite as the authoritative source for general ledger and financial control across the council.
The implementation configured a set of Oracle modules including Fixed Assets, Purchasing, Receivables, Payables, I-Expense, GL, CE and EB -Tax, HR and OBIEE. Configuration work focused on standard ERP Financial workflows such as procure-to-pay, order-to-cash, fixed asset lifecycle and expense management, with the tax module and GL configured to support statutory accounting and tax reporting requirements.
Data migration work was completed from prior ERP systems into Oracle E-Business Suite, and OBIEE was implemented as the reporting and analytics layer to provide consolidated financial and HR reporting. Post go-live support was provided to stabilize transactional processing and to tune integrations between GL, receivables, payables and HR data flows, preserving audit trails and transaction integrity.
Governance was adjusted to align procurement, accounts payable and receivable workflows with the new system, including standardized approval chains and role-based access controls in Oracle E-Business Suite. In 2019 London Borough of Havering initiated a joint cloud programme with London Borough of Newham and implemented Oracle Cloud HCM as its Core HR application to modernise back-office services. The councils decided to move core HR, payroll and finance to cloud platforms and selected Oracle Cloud ERP alongside Oracle Cloud HCM, with oneSource advising the joint procurement and Evosys appointed as the delivery partner based on public sector Oracle Cloud experience.
The deployment was executed as a jointly operated cloud rollout covering both councils, designed to unify HR, payroll and finance processes across shared operational governance. Oracle Cloud HCM was configured to serve central Core HR functions for the combined organisations, while integration with Oracle Cloud ERP provided a contiguous back-office architecture to support financial control and transactional workflows.
Functional scope centred on core HR and payroll capabilities, with configurations to support employee and manager self-service, workforce data consolidation, payroll processing, and consolidated reporting to improve information management. The implementation emphasised standardised process configuration to enable consistent HR transactions and decision support across both boroughs.
Programme governance and rollout were structured as a two-organisation programme, requiring combined programme management and joint governance forums to align policies and deployment schedules. The project adapted to remote delivery during the COVID-19 pandemic, moving development, governance meetings and staff training online, and both councils achieved go-live on the cloud in September 2020.
Outcomes reported by the councils included improved financial control and efficiency, more efficient workflows and processes, better management of information to drive decision making, and enhanced customer and end-user experience, along with improved scalability and resilience afforded by the cloud platform. Oracle Cloud HCM continues to operate as the councils Core HR system within this shared back-office environment serving over 600,000 residents between the two boroughs.
