In 2019, Merseyside Police deployed Oracle Cloud ERP to centralize financial, procurement and HCM operations across the force. The implementation targeted the police service that covers around 1.5 million residents across 647 square kilometres in Merseyside and North West England, with the objective of improving service value by redirecting cost savings to front-line policing.
Evosys led the Oracle Cloud ERP implementation and worked closely with the force's internal team to configure core modules for financial management, procurement and human capital management, using Oracle Cloud ERP as the primary ERP Financial platform. Configuration covered standard ERP Financial capabilities including general ledger, accounts payable and receivable, procurement workflows and HCM payroll and workforce management components to support policing administrative functions.
The solution was consolidated into the Oracle ERP Cloud architecture and fully integrated with the force's new duty management system to align rostering, duty allocation and financial workflows. Operational coverage included finance, HR and procurement departments, with deployment focused on enabling centralized transactional processing and cross-functional workflow orchestration across force headquarters and operational units.
Governance and rollout involved close collaboration between Evosys and Merseyside Police internal stakeholders to redesign processes, establish centralized controls and standardize procurement and payroll workflows. The project aimed to free budgetary capacity for front-line services by redirecting cost savings, and positioned Oracle Cloud ERP as the force's core ERP Financial system for ongoing operational finance and HCM support.

The deployment architecture positioned Oracle Cloud HCM inside an integrated Oracle ERP Cloud estate, and the system was fully integrated with the force's new duty management system to align rostering and operational duty allocations with HR master data. Integrations connected HCM master data with finance and procurement modules within the Oracle ERP Cloud environment, enabling shared data flows across business functions, and Evosys served as the systems integrator on the project.
Operational scope included HR, finance, and procurement functions supporting Merseyside Police across its jurisdiction, serving around 1.5 million residents across 647 square kilometres.
