In 2019 Monmouthshire County Council upgraded to Unit4 Business World as its core ERP Financial application, executing a countywide implementation focused on finance and procurement. The upgrade consolidated use of Unit4 Business World across the authority and targeted an expanded user base of approximately 800 users, reinforcing the relationship between Monmouthshire County Council, Unit4 Business World, ERP Financial and the council’s finance and procurement business functions.
Optimum, the IT training consultancy, designed and delivered the training program and supporting materials for the Unit4 Business World upgrade. Training deliverables included Reference Guides, comprehensive end-user manuals, Trainer Packs and lesson plans, combined with classroom delivery and hands-on training sessions to reinforce role-specific workflows and transactional processes typical of an ERP Financial system.
Classroom delivery was executed at multiple locations around the county with Optimum running up to six sessions a day, enabling targeted training for the core finance team at County Hall, requisitioners and approvers distributed across the Monmouthshire area, and training for the governing body. The program emphasized role-based instruction for system managers, super users and corporate IT trainers to ensure consistent application of policies and desk-side support after classroom sessions.
The project workstream included redesign and realignment of core processes and procedures, with a pronounced focus on procurement workflows, reflecting the council’s intent to standardize policy-driven usage of Unit4 Business World. Optimum worked alongside Monmouthshire’s internal teams to tailor course content and delivery to local governance requirements and to support uptake of the upgraded ERP Financial functionality.
Training outcomes reported by stakeholders included reinforced policy adherence and improved user acceptance through role-specific and practical learning, and delivery of a full set of training documentation to support post-classroom adoption. The deployment approach combined centralized training design with distributed classroom execution to align system capability, governance and operational practice across the county.

In 2016 Monmouthshire County Council implemented Zellis HCM Cloud for Core HR. The implementation targeted People Services and payroll operations supporting roughly 4,500 employees across the council in the United Kingdom and replaced the prior Resourcelink computerised payroll system.
Zellis HCM Cloud was configured to centralize core HR records and to support payroll processing workflows, including payroll production to timetables, payroll pre-run checking, complex tax and national insurance calculations, and handling overpayments and underpayments. The deployment aligned with Core HR capabilities for workforce administration, employee lifecycle data, and absence and payroll accounting controls, while payroll operations continued to produce BACS files for transmission and to balance control accounts.
Operational governance was anchored in the People Services Team with a payroll supervisor role focused on system operation, accuracy of data input, coaching and mentoring of payroll staff, and providing guidance on complex payroll queries. Process responsibilities emphasized legislative compliance, maintenance of IT and paper systems, and ongoing development of payroll service and team capability under the Zellis HCM Cloud Core HR environment.
