In 2011 Publiacqua implemented IBM Content Foundation as its Enterprise Content Management platform to standardize document handling across its Tuscany water utility operations. The deployment used IBM FileNet technology under the IBM Content Foundation brand to establish a centralized content repository and workflow orchestration layer supporting protocol document management, quality assurance workflows, and invoicing cycle automation. Implementation details were later presented in a 2012 SMAU case write-up which identifies the project scope and estimated timing.
The implementation configured functional modules for document capture and indexing, protocol registration and recordkeeping, automated quality assurance workflows, and accounts payable invoice processing. Workflow automation and content classification were used to reduce manual protocol handling, while search and retrieval capabilities were tuned for operational teams responsible for document lifecycle and compliance. IBM Content Foundation was configured to provide records management controls and audit trails aligned with municipal document governance practices.
Operational coverage targeted protocol offices, quality assurance teams, and invoicing/accounts payable functions within Publiacqua’s regional operations in Tuscany. The rollout and technical delivery involved IBM partner Cosmic Blue Team in Italy and Hitachi Systems as implementation partners. Reported outcomes from the engagement included reduced search times and lower full time equivalent effort for protocol activities as documented in the SMAU case study.
