Functional capabilities explicitly included garnishment calculation and compliance, manual check processing aligned to state final check laws, and preparation of direct deposit information sheets. Operational processing occurred across AS400 and Optimum HRIS platforms, with staff entering employee time, processing payroll runs, and reconciling results in both environments. The implementation supported centralized print, seal, and mail operations for associate checks, and routine research and email escalation to appropriate staff for payroll exceptions. Process governance emphasized reconciliation and validation steps prior to payroll transmission, documented workflows for garnishments and state final check compliance, and staff level responsibilities for exception handling. Republic Parking System staff helped to implement the new Optimum HRIS and maintained ongoing operational controls for payroll processing and distribution.
