In 2017, the Standards Council of Canada implemented Emburse Enterprise for Expense Management to automate and modernize its expense report processing and support remote work across laptops, tablets and mobile devices. The initiative targeted finance and traveler workflows to reduce manual entry and improve visibility into spending patterns, while meeting government requirements for complex approval rules and per diem management.
Emburse Enterprise was configured to provide cloud-based receipt capture with built-in OCR, automated import of corporate credit card transactions, a configurable approval workflow engine, and reporting and analytics dashboards for expense types and spending trends. The deployment included custom controls and rule configurations to reflect SCCs specific authorization matrices and business policies, enabling approvers and travelers to track reports through the approval process from mobile devices.
The solution integrated into SCCs accounting system to remove duplicate data entry, with automated daily data feeds between Emburse Enterprise and the financial system. National Joint Council per diem rates for Government of Canada travel were configured to update automatically each quarter in accordance with public policy, and data synchronization was scheduled for daily updates to keep financial records current.
Governance work during implementation emphasized evaluating and optimizing existing rules, mapping approval workflows, and embedding audit controls to reduce processing errors. Configuration work focused on aligning system workflows to SCCs operational policies so staff did not have to alter core processes to fit the application, and change control procedures were established to manage rule updates and periodic per diem adjustments.
On the finance side, automation and integrations significantly reduced manual data entry and routine system updates, freeing finance staff to focus on analytical tasks. From a user perspective, travelers and approvers gained mobile submission and approval capabilities, and the organization reduced average reimbursement cycle time from about two weeks to just under one week, reflecting a 50% time-savings. The cloud deployment also enabled timely remote expense processing during a global pandemic, including rapid reimbursement for home office supply purchases.

The engagement concentrated on governance, compliance and procurement functions, producing a formal guidance document to help organizations evaluate AI quality for compliance and procurement. The Standards Council of Canada positioned Snitch AI and the ISO/IEC guidance as complementary mechanisms to unify evaluation criteria across public sector procurement and standards assessment workflows.
