In 2019, STAR Rafineri hired Velosi Asset Integrity Ltd to develop and prepare data for the Velosi CMMS as a Computerized Maintenance Management (CMMS) deployment for STAR Rafineri's İzmir refinery. The engagement concentrated on maintenance master data collection, creation, cleansing, enrichment and the preparation of load-ready files for the refinery’s maintenance system.
Velosi CMMS templates and configuration work covered equipment master records, functional locations, material BOMs, spare parts catalogs, mechanical, electrical and instrumentation items including PSV and MOV, and maintenance strategies, task lists and maintenance plans sourced from manuals and industry best practices. The engagement defined a taxonomy compliant with minimum ISO-14224 requirements, established an equipment and data objects numbering philosophy, identified hard tags, and specified the data staging, cleansing and enrichment processes along with load-ready file formats.
Scope activities included identifying and listing tags and engineering data from STAR Refinery documents and trusted online sources, executing workshops with STAR to map data sources and required load-ready data files, and performing data review and validation tasks as per handover specifications. The validated datasets and load-ready files were prepared to align with the SAP Plant Maintenance Module, with data staging and file format specifications designed to support SAP PM import requirements.
Governance and delivery processes were workshop-driven, emphasizing data completeness and compliance with STAR Refinery construction project standards. Velosi provided support for creating new data objects when predefined conditions were met, and delivered validated, load-ready files to enable the Computerized Maintenance Management (CMMS) implementation at STAR Rafineri.

In 2020, STAR Rafineri implemented IBM Content Manager as part of an IBM Cloud Pak for Business Automation deployment to consolidate document repositories and centralize content services. Configuration focused on centralized repositories, workflow orchestration for document-centric processes, and bulk content migration, moving approximately 500,000 documents into the new platform.
Operational scope covered contract management, correspondence handling, and records management across corporate units and local sites in Turkey, with workflows designed for document routing, approval automation, and audit trails. Integrations centered on native IBM Cloud Pak for Business Automation components and content services, supporting enterprise content retrieval and process automation across business functions.
Governance work introduced centralized records governance, standardized approval and retention workflows, and a phased rollout across subsidiaries coordinated with Aksis Turkey. The deployment automated thousands of processes, reduced cycle times by 20 to 40 percent and delivered roughly USD 300,000 in annual cost savings while contributing to a lower carbon footprint through reduced paper handling and centralized digital records.
