In 2020, Uganda Revenue Authority deployed Oracle Taleo Cloud Service as its recruiting platform. The deployment uses Oracle Taleo Cloud Service to deliver Recruiting,Applicant Tracking System capabilities embedded on the URA public website for job postings and online candidate intake.
The implementation focuses on core Recruiting,Applicant Tracking System modules including job requisition management, candidate profile and application tracking, configurable hiring workflows, and interview scheduling and assessment features typical of an ATS. The solution is provisioned as a cloud-hosted SaaS instance with tenant-level configuration for URA, enabling standardized templates, screening questionnaires, and approval chains.
Oracle Taleo Cloud Service is embedded in the URA website to present live vacancies and capture applicant data directly into the applicant tracking environment, providing a candidate-facing portal and recruiter dashboards for management of vacancy pipelines. Operational ownership is centered on URA human resources and talent acquisition teams, who manage requisition creation, posting approvals, candidate screening, and interview coordination through the system.
Governance was implemented to enforce role-based access controls, requisition approval workflows, and audit trails consistent with public sector recruitment controls, and process changes include centralized posting approvals and standardized candidate screening workflows. The configuration emphasizes operational standardization of recruitment processes and secure candidate data intake via the website integration with Oracle Taleo Cloud Service.

In 2018 Uganda Revenue Authority implemented Oracle Enterprise Asset Management as part of an Oracle Applications R12.2.6 deployment. The rollout addressed Enterprise Asset Management alongside Inventory, Procurement, Sourcing, I-Supplier and Procurement Contracts modules within the public sector finance and procurement domain.
The implementation configured Oracle Enterprise Asset Management and Oracle eAM capabilities for asset lifecycle management, with explicit EAM coverage for Fleet and Estates departments. Functional configuration included fixed asset items stocking in inventory, PO account generator customization, purchase requisition approval flows, PO approvals for multiple purchasing sections and sourcing award approval workflows, all aligned to procurement and asset custody processes.
Delivery artifacts and testing followed formal Oracle methodology including BP080 solution design documentation, GAP analysis, MD050 specifications for custom components, conference room pilot sessions, user acceptance testing and training to key users. Data migration, go live and post go live support were provided for Inventory, Procurement, Sourcing, I-Supplier, Procurement Contracts and EAM modules, and the project record cites work on R12.2.4 and R12.2.6 implementation streams.
Governance and operational controls were codified through configured approval workflows, digital signature enabled PO approvals and a Contract Committee meeting form and report to support procurement governance. Operational scope encompassed Inventory, Procurement and Asset management functions across purchasing sections, Fleet and Estates, with sustained post go live support to stabilize workflows and transactional processing.

In 2014, Uganda Revenue Authority implemented TCS DigiGOV as a Digital Workspace solution. Tata Consultancy Services implemented a DigiGOV based integrated e tax and revenue management solution for the Uganda Revenue Authority, delivering a centralized platform for taxpayer lifecycle management and compliance operations.
The TCS DigiGOV deployment covered functional modules for taxpayer registration, tax returns, payments, taxpayer accounting, audit case management and collections. TCS DigiGOV supports taxpayer registration and compliance functions, aligning Uganda Revenue Authority TCS DigiGOV Digital Workspace with core tax administration business functions and providing consolidated taxpayer profiles and workflow orchestration.
Architecturally the implementation established a centralized digital workspace where transaction processing, ledger posting and audit workflows are unified, enabling end to end case tracking across URA departments. The implementation consolidated module level data into a single operational repository to support taxpayer servicing, compliance workflows and enforcement functions across revenue management activities.
Tata Consultancy Services led process re engineering and modernization activities alongside the technical rollout, aligning governance, role based access and workflow changes to the new TCS DigiGOV platform. The implementation explicitly enabled modernization and process re engineering across registration, returns, payments, taxpayer accounting, audits and collections within Uganda Revenue Authority.
