The implementation codified data element behavior as described in internal appendices, with Appendix B listing data elements that will not be changed once correctly entered in AWARE and Appendix C listing data elements that may be updated throughout the life of the case. Alliance Aware was configured to support those immutability and update rules within case records and to drive validation at the point of entry to reduce incorrect amendments to Appendix B fields. Operational responsibility rests with USOR staff who collect and enter 911 information into Alliance Aware during intake, assessment, and ongoing case management activities, tying electronic records to the vocational rehabilitation workflow. Business functions impacted include case management, compliance reporting to the Rehabilitation Services Administration, and data governance operations that control what is reported each quarter. Governance processes were defined to ensure reporting extracts include only newly collected data for the reporting window, and to maintain a clear audit trail for fields that are immutable versus those that may be updated.
