In 2018, Utah State Office of Rehabilitation implemented Alliance Aware to manage federally required 911 data capture and quarterly reporting, using Alliance Aware as its primary Ectronic Records Management for Vocational Rehabilitation application. The deployment focused on case-level data capture throughout the life of a rehabilitation case, instrumenting the application to support the Rehabilitation Act reporting cadence where quarterly reporting periods are October 1 through December 31, January 1 through March 31, April 1 through June 30, and July 1 through September 30, with 911 Reports due 45 days from the end of each quarter on February 15, May 15, August 15, and November 15. Alliance Aware is the central repository for new 911 information that USOR staff enter continuously and at required stages of case processing. The requirement that quarterly reports to RSA include only new data gathered during the reporting period is enforced in the application workflow and reporting extracts.
Configuration emphasized electronic records management features aligned to Ectronic Records Management for Vocational Rehabilitation, including structured 911 data capture fields, case lifecycle status tracking, and scheduled report generation aligned to statutory deadlines. The implementation codified data element behavior as described in internal appendices, with Appendix B listing data elements that will not be changed once correctly entered in AWARE and Appendix C listing data elements that may be updated throughout the life of the case. Alliance Aware was configured to support those immutability and update rules within case records and to drive validation at the point of entry to reduce incorrect amendments to Appendix B fields.
Operational responsibility rests with USOR staff who collect and enter 911 information into Alliance Aware during intake, assessment, and ongoing case management activities, tying electronic records to the vocational rehabilitation workflow. Business functions impacted include case management, compliance reporting to the Rehabilitation Services Administration, and data governance operations that control what is reported each quarter. Governance processes were defined to ensure reporting extracts include only newly collected data for the reporting window, and to maintain a clear audit trail for fields that are immutable versus those that may be updated.
