Oracle Textura was provisioned to manage monthly billings and pay applications using AIA documents and contractor portal workflows, and to support subcontractor billing and retainage tracking. Functional capabilities implemented included invoice and pay application processing, change request and change order tracking, lien waiver execution, and compliance document management such as certificates of insurance, bonds, and tax exempt forms.
Operational integration centered on spreadsheet-driven data flows and tight coordination with Accounts Payable and the Controller for GL coding verification and month end close activities, with frequent use of Excel as the primary operational tool. The payment processes coexisted with contractor portals mentioned in operational notes, including GC Pay and ProQual, and involved direct handoffs with project managers, superintendents, field operations, and AP for invoice entry and payment verification.
Governance and workflow changes emphasized a centralized liaison role between field, operations, and accounting, weekly work in progress adjustments to balance budgets, and structured month end reconciliation of AR, retainage, and surety billings.
