In 2018, Virginia Alcoholic Beverage Control Authority began work on its Financial Management System and launched implementation of Oracle Cloud ERP in a software as a service SaaS environment. The Financial Management System was designated as the backbone of the Authority’s company wide system modernization initiatives and aimed to enable business process optimization and IT efficiency. A 121 person team comprised of ABC staff and contract partner personnel executed the implementation, with initial activities starting in July 2018. The rollout of BAR Budgeting, Accounting and Records began in March 2019 with the go live of the Planning and Budgeting Cloud Service application, and continued in July 2019 with the remaining nine modules covering general ledger, fixed assets, accounts payable and accounts receivable. Oracle Cloud ERP was configured to support the Authority’s budgeting and financial close workflows as part of the ERP Financial deployment.
The cloud based Oracle financial Enterprise Resource Planning ERP system emphasized fully integrated data pipelines and alignment to business leading practices to standardize accounting, budgeting and records management across the Authority. The implementation targeted core finance functions including planning and budgeting, general ledger management, fixed asset accounting, accounts payable and accounts receivable to consolidate financial operations on a single SaaS platform.
Governance and process workstreams accompanied the phased technical rollout to enable business process optimization and IT efficiency, with staged activation of Planning and Budgeting Cloud Service followed by transactional finance modules. The Authority successfully implemented Oracle Cloud ERP, establishing an ERP Financial platform to support company wide financial management and provide a foundation for subsequent data integration and process standardization initiatives.
